Iowa Recognition for Performance Excellence

Purpose: The Iowa Recognition for Performance Excellence (IRPE) process is intended to provide organizations in the state of Iowa an opportunity to self assess or be externally evaluated against the National Baldrige criteria in order to improve their leadership and management practices to become more effective, efficient, and competitive in the world marketplace. The IRPE process will also provide a mechanism for organizations to share learning regarding best practices of performance excellence. 

The Iowa Recognition for Performance Excellence Tier 1-Commitment Gallery Walk is available at any time of the year and can be requested by contacting the Iowa Quality Center office.  The Tier 1 requires that the applicant complete the Baldrige Organizational Profile (5 pages) and forward it to the Iowa Quality Center along with an Eligibility request form and a $100 fee.  The arrangements for the delivery of the Gallery Walk will be a mutually agreed upon schedule of 5.5 to 6 hours of senior leadership time.  The Gallery Walk is delivered by IRPE examiners, the IRPE Director’s staff and includes:

Strategic Challenges, Strengths, and Opportunities

Introduction to the Baldrige Framework for Performance Excellence

Senior Leadership assessment of the organization using the Criteria

Prioritization of the top strengths and opportunities based on the output

Interrelationship of strengths and opportunities to recognize priorities

Conclusion of the process to identify actions to be taken

Complete feedback report distributed to the applicant following the walk

Price to be $1800 for organizations under 500 employees and $2500 for organizations exceeding 500 employees.  The applicant is also responsible for the expenses incurred.

The Iowa Recognition for Performance Excellence begins in June with the completion of the Eligibility Form (download available at the bottom of this page) sent to the Iowa Quality Center for approval.  The form is assigned an application number and returned to the applicant to be included in the application.

All applications are due the first Friday of August to the Iowa Quality Center.

Tier 2 Progress applications must include the eligibility form, the completed application form, a five page overview based on the Baldrige P1 and P2 Criteria. Send 20 pages within the application addressing the Items included in the Baldrige framework.  Please follow the guidelines included in the forms available at the bottom of this page

Tier 3 Leadership applications require the eligibility form a five page profile for the organization and 50 pages addressing the entire Criteria including all Category Items and Areas.  Please follow the guidelines included in the forms available at the bottom of this page.

What to expect:

Your Tier 2 or 3 application will be distributed to a team of trained examiners during the second week of August.  Each examiner will complete an independent review of your organization outlining what they believe to be the top strengths and opportunities found in your application.  Following the independent review the entire team of examiners will attend a consensus session to develop one completed scorebook of your application with feedback ready comments to be distributed to the applicant.

Depending on the score of the applicant the examiners may be recommended by a group of judge’s to visit the site of the applicant to clarify and verify that what was said in the application is actually being done.  This is not an audit.  The examiners are trained to assess the systematic approaches and the deployment to ensure that the feedback that is given back is at a higher level of effectiveness.  Following the site visit the examiners prepare the feedback report and score for the review of the IRPE Judges.

The Judges are a group of experienced individuals that volunteer to read each application and share their conclusions.  The judges recommend the levels of achievement for each applicant to a group of Board members who are interested in the ability of the applicant to provide role model attributes within the state of Iowa.

Applicants for the Tier 3 Leadership level are recognized by the Governor of the state as well as other applicants and examiners at a Bronze, Silver or Gold level of achievement.  The recognition is celebrated yearly at the Governor’s Celebration of Performance Excellence Celebration.

Applicants who participate in the IRPE process receive feedback from teams of 8 to 10 examiners collectively spending 800 to 1400 hours evaluating your application and identifying strengths and opportunities for improvement within your organization. The Baldrige framework is the Premier assessment process internationally and was initially developed by the Department of Commerce in 1987.  The Criteria currently includes:

Leadership: How upper management leads the organization, and how the organization leads within the community.

Strategic Planning: How the organization establishes and plans to implement strategic directions.

Customer: How the organization builds and maintains strong, lasting relationships with customers.

Measurement, Analysis, and Knowledge Management: How the organization uses data to support key processes and manage performance.

Workforce: How the organization empowers and involves its workforce.

Operations: How the organization designs, manages and improves key processes.

Results: How the organization performs in terms of customer satisfaction, finances, human resources, supplier and partner performance, operations, governance and social responsibility, and how the organization compares to its competitors.
